The 1860 Philadelphia dime is the first-year-of-issue Legend obverse, the date that retired the 13 obverse stars and placed "UNITED STATES OF AMERICA" around Liberty in their place. The redesign is unique to the dime and the half dime among Seated denominations: the quarter, half dollar, and dollar all kept the obverse stars throughout the Seated era. Philadelphia delivered 606,000 business strikes for the year, a moderate output that sits comfortably above the 430,000-piece 1859 and well under the multimillion deliveries of earlier in the decade. The Mint redesigned the reverse at the same time, abandoning the original wreath for the laurel-and-cereal-grain "Cereal Wreath" reverse that would carry through to the end of the series in 1891. The result is a one-year design pairing: the Legend obverse and the new Cereal Wreath reverse arrive together at Philadelphia in 1860, and every subsequent dime through the Arrows and Legend years uses both elements.

Strike quality on the date is typically sharp, with the new Legend obverse rendered crisply on Liberty's head, the lettering, and the shield on early-state dies. Recurring softness shows on the central reverse wreath bows and the lower obverse legend lettering when working dies aged into late states. Most survivors fall in mid-circulated condition (Good through Very Fine), with Extremely Fine and About Uncirculated pieces obtainable with patience and Mint State examples available above MS62 in moderate numbers thanks to first-year-of-issue saving habits. The 2.49-gram weight standard remained from the 1853 Coinage Act, the diameter remained at 17.9 millimeters, and the edge stayed reeded. Authentication on the date is straightforward thanks to the unambiguous obverse signature: any 1860-dated dime with the Stars obverse rather than the Legend is either an 1860-O, an 1860-S, or a counterfeit, and the Philadelphia coinage shows Legend lettering exclusively.

For collectors, the 1860 reads as a first-year type coin with built-in demand from subtype set builders chasing one example of each Seated dime design variation. Circulated examples through Very Fine surface at modest premiums over generic Seated dime pricing, and Mint State pieces draw additional interest as the inaugural Legend obverse year.
