Proof production at Philadelphia dropped back to 711 pieces for 1889, returning the program to the sub-800 range that 1887 had first established and bracketing the 590 figure that 1890 would bring. Circulation output for the year reached 7,380,000 dimes from Philadelphia, continuing the late-1880s pattern of substantial bulk delivery for commerce alongside a thin proof channel for the Mint Cabinet's collector base. The 711 figure sits just one piece above 1887's 710 and reflects the steady-state subscription roster that had carried the program through the second half of the decade: institutional cabinets, year-set builders, and a small number of specialist collectors filled standing orders, but the early-1880s speculative subscription wave had run its course and the program had settled into its mature footprint. The 1889 proof carries the Legend obverse with United States of America wrapping above Liberty's seated figure, paired with the wreath reverse, both rooted in Christian Gobrecht's 1837 conception and carried through the late series under the Barber engraving administration at Philadelphia.

Authentication on the 1889 proof rests on the standard late-series diagnostics applied with attention to the year's particular mix of striking quality. A genuine example shows fully squared rims rising perpendicular to the field, the product of multiple medal-press blows; field structure under a 10x loupe (a jeweler's magnifier) reads as watery and mirror-deep, with controlled die-polish lines and no radial flow lines from the design. Denticles, the tooth-like beads at the rim's edge, appear sharp and complete on both sides. PCGS, the Professional Coin Grading Service, and NGC, the Numismatic Guaranty Company, award Cameo and Deep Cameo designations, the contrast between frosted devices and mirrored fields, on a portion of the population. The cameo share for 1889 runs comparable to 1888 and below the early-1880s peak, partly a function of fewer pieces struck and partly because late-1880s die preparation produced less aggressive device frosting. For collectors, the 1889 proof is one of the genuinely scarcer late-series Philadelphia issues by mintage, though survival rates remain healthy enough to keep PR60 through PR64 examples in active circulation through major auctions and specialist dealers.
