Philadelphia struck 10,680,000 Grover Cleveland 2nd Term dollars in 2012, the fourth and final design of the program year, released November 15, 2012. The figure is the anomaly of the 2012 NIFC quartet: Arthur, Cleveland 1st Term, and Harrison rolled out at 6,020,000, 5,460,000, and 5,640,000 from Philadelphia respectively, and the Cleveland 2nd Term jumped to nearly twice that level for no documented reason. The Mint has not publicly explained the production decision, but the result is that the 2012-P 2nd Term has the highest Philadelphia mintage of any 2012-2016 NIFC issue. Cleveland is the only president honored twice in the series because the Presidential $1 Coin Act required separate coins for both terms, and his split tenure as the 22nd and 24th president forced the unusual pairing. Don Everhart designed and sculpted both faces.

The portrait sculpture is identical to the May 2012 Cleveland 1st Term issue, with only the obverse legend changed from "22ND PRESIDENT / 1885-1889" to "24TH PRESIDENT / 1893-1897". A loose coin pulled from a broken Mint Uncirculated Set is indistinguishable from its 1st Term counterpart without reading the inscription, the most common point of confusion among collectors building the four-coin 2012 quartet. The P mintmark sits on the edge alongside the date and the legends E PLURIBUS UNUM and IN GOD WE TRUST, applied in a third strike after the dies impress the faces. Strike quality is consistent across the run, and missing-edge-lettering errors are essentially unknown on this issue.

The 2012-P Cleveland 2nd Term is the most plentiful 2012 NIFC issue at any grade level, paradoxically making it the easiest 2012 slot to fill for set builders despite being the rarest president (24th) in the year's quartet by the calendar. Most acquisitions happen through original Mint-wrapped rolls or the four-coin 2012 Uncirculated Set, with certified examples in Mint State 67 and above appealing mainly to registry collectors.
