San Francisco struck 1,438,858 proof Grover Cleveland 2nd Term dollars in 2012, the fourth design in the four-coin 2012 Presidential Dollar Proof Set released alongside the November 15 launch of the circulation strikes. The figure is the lowest proof Presidential Dollar production to that point in the program, and it remained the low-water mark for several years as collector interest in the multi-year set continued to soften. Cleveland is the only president honored twice in the series because the Presidential $1 Coin Act required separate coins for both terms, and his split tenure as the 22nd and 24th president forced the unusual pairing within a single program year. Don Everhart designed and sculpted both the obverse portrait, identical to the May 2012 Cleveland 1st Term proof, and the Statue of Liberty reverse used across every Presidential Dollar proof through 2016.
The 2012-S has the deeply mirrored fields and frosted devices typical of late-program San Francisco proof production: a strong cameo contrast between the brilliant background and the satin texture on Cleveland's portrait, the Statue of Liberty, and the lettering. Strike is sharp on the central obverse, where the high-relief portrait would soften first on a worn die. The S mintmark sits on the edge alongside the legends E PLURIBUS UNUM and IN GOD WE TRUST, applied in a third strike after the proof dies impress the faces. The only practical visual difference from the 2012-S 1st Term proof is the obverse legend "24TH PRESIDENT / 1893-1897" rather than "22ND PRESIDENT / 1885-1889".
