Philadelphia delivered 3,980,000 Sacagawea dollars for circulation in 2007, narrowly outproducing Denver's 3,920,000 and holding the year on the same low plateau that ran from 2002 through 2008. The number is unremarkable inside the program; what marks 2007 is what was happening in Washington while the dies were running. President Bush signed the Native American $1 Coin Act of 2007 (Public Law 110-82) in September, ending the Soaring Eagle reverse and mandating the annually rotating Native American designs that began with the 2009 Three Sisters reverse. The 2007-P sits one production year before the program's final Soaring Eagle issue, struck under the existing format with date and "E PLURIBUS UNUM" still on the obverse rather than on the edge. Glenna Goodacre's portrait of Sacagawea with her infant son Jean Baptiste anchors the obverse; Thomas D. Rogers Sr.'s soaring eagle reverse remains in service for one more year.
Two surfaces share the 2007-P date and mintmark, and the difference matters at the point of purchase. The bag-quality circulation strike covered here came from high-speed press runs, shipped in standard rolls, and was largely absorbed by collectors and roll buyers rather than the cash drawer. The 2007-P Satin Finish, struck for the Uncirculated Mint Set at 895,628 pieces, used burnished planchets and specially prepared dies for a distinctly matte sheen. A regular 2007-P shows full cartwheel luster and ordinary handling marks; if the example in hand reads matte, it is the Satin coin and belongs in the separate Mint Set entry. Strike on the circulation issue is generally clean from short die runs, with crisp hair detail and well-defined eagle feathers. Spotting (small dark dots on long-stored brass-clad pieces) is the routine condition issue worth checking under angled light before grading.
The 2007-P is a Regular classification piece. For collectors building a date-and-mintmark set through the 2000 to 2008 Soaring Eagle years (sixteen circulation entries before the 2009 reverse rotation begins), the 2007-P sits in the easy-to-source middle of the run, with MS66 readily available and MS67 the realistic high-end target before pricing climbs steeply.
