Philadelphia's 2,100,000-piece output for the 2016 Code Talkers reverse matched Denver's run for the year and continued the post-2011 Not Intended For Circulation pattern: collector channels only (Mint-sealed bags and rolls, the annual Uncirculated Mint Set), not cash-register release. The reverse, designed by Thomas D. Rogers Sr. and sculpted by Renata Gordon, shows two soldier helmets with crossed feathers behind them forming a V, the WWI Brodie helmet on the left and the WWII M1 helmet on the right, with two eagle feathers standing for the Native American servicemen who coded the traffic. CODE TALKERS arcs along the top, with WORLD WAR I and WORLD WAR II flanking the helmets and UNITED STATES OF AMERICA and $1 completing the legend. The pairing is the program's most direct military-history reference: the Choctaw of the 36th Infantry Division during the Meuse-Argonne Offensive in October 1918, and the Navajo Marines whose code carried tactical traffic across the Pacific from 1942 forward. Glenna Goodacre's Sacagawea portrait holds the obverse, with edge lettering placing date, P mintmark, and E PLURIBUS UNUM.
The Code Talkers Recognition Act of 2008 (Public Law 110-420), signed November 15, 2008, awarded Congressional Gold Medals to the roughly 50 tribes that contributed members as code talkers across both wars and is the legislative anchor the reverse acknowledges. Strike on the 2016-P is clean from fresh dies, with the helmet rim and feather quill detail the first to soften as dies advance. Counterfeiting on a modern brass-clad issue is essentially nonexistent, so authentication centers on grade and surface preservation. Bag-handling marks on Sacagawea's open cheek and forehead remain the condition cap, and top-pop candidates are best worked from sealed Mint output.
The 2016-P is a Regular classification piece. Population reports at the Professional Coin Grading Service and Numismatic Guaranty Company show plentiful MS66 supply with MS67 readily available at modest premium and MS68 thinning sharply as the realistic upgrade ceiling. Sealed Mint twenty-five-coin rolls and one-hundred-coin bags are the cheapest acquisition route per coin for set-builders. Certified premiums above the slab-and-label cost are minimal at any grade short of the highest end.
