The 1899 Proof Liberty Head Double Eagle was struck at the Philadelphia Mint, the only United States facility producing collector proofs in the late nineteenth century. Mint records list a release of 84 proof pieces, a small premium edition produced alongside a Philadelphia circulation issue that exceeded 1.6 million coins. Each example was prepared from carefully polished dies attributed by John Dannreuther as JD-1, the single working pair documented for the year. The proofs carry the Type 3 reverse adopted in 1877, which spells out the denomination as TWENTY DOLLARS rather than the abbreviated TWENTY D. used on the Type 1 subtype struck through 1866.
Within the Liberty proof gold series, the issue sits in a tight cluster of comparable Philadelphia releases: 1898 yielded 75 proofs, 1899 followed with 84, 1900 climbed to 124, and 1901 settled at 96. Dannreuther rates the date Sheldon R.5, with present survival commonly estimated at roughly 30 to 45 examples across all grades after a century of melts, mishandling, and loss. NGC and PCGS together have certified only a few dozen submissions, a figure inflated modestly by resubmissions of the same coins over time. Cameo and Ultra Cameo (or Deep Cameo at PCGS) designations appear regularly, reflecting the contrast between deep mirrored fields and frosted devices typical of well prepared proof dies.
A representative public sale: in September 2023, Heritage Auctions sold an NGC PR67 Ultra Cameo example for $468,000 at the Long Beach Expo Signature event, eclipsing a prior auction record for the date that had stood since 2008 and reflecting renewed demand at the top of the census. The piece was reportedly one of three certified at that grade by NGC, with none ranked higher at the time of sale. Collectors should not confuse this Philadelphia proof with the separately produced 1899-S, a San Francisco circulation issue carrying a small mintmark on the reverse beneath the eagle's tail.
