The Credit Mobilier scandal broke in September 1872 when the New York Sun published documents showing Union Pacific insiders had distributed railroad stock to members of Congress to head off investigation of the transcontinental construction fraud. Grant was re-elected in November, and his second inauguration would take place the following March. Subscribers to the 1872 proof program received their sets during a period when the federal government was being publicly implicated in the railroad chicanery that had produced the transcontinental line only three years earlier.
