The 1859 Proof is the second formally subscribed Proof delivery of the Seated quarter series, with the U.S. Mint expanding Proof set sales in the second year of the public subscription program that began in 1858. Quarter Proof mintage for 1859 is recorded at approximately 800 pieces, nearly four times the 1858 figure and a sign that collector demand had outpaced the small inaugural delivery. The expansion remained modest by later standards but established the production cadence the Mint would maintain through the Civil War. The figure shown on the catalog page reflects circulation output for the year; the actual Proof figure is roughly 800 pieces and surviving examples turn up at major auctions more often than the inaugural 1858 delivery, though still inside a narrow population.

Strike and authentication diagnostics follow the standard early-formal-era pattern. Brilliant Proof striking shows fully mirrored fields, sharp denticles, and squared rims, with Liberty's head and the eagle's leg feathers at full strike depth. The 1859 sits inside the No Arrows, No Motto subtype, neither feature present on the design, and weight should sit near 6.22 grams under the Coinage Act of February 21, 1853 standard. Cameo contrast, the frosted-devices-against-mirrored-fields appearance that PCGS and NGC designate CAM or DCAM at the deepest end, is scarce on Seated quarter Proofs of this window and consistently carries a premium when awarded. Hairlines from old cleaning are the most common defect and the leading reason for grade compression at the top end. Combined PCGS and NGC populations across all Proof grades stay well below the 800 recorded figure, since old cabinet attrition, cleaning, and post-strike handling removed many from the upper grades.
