The figure sits within the typical 56,000 to 121,000 band that defined San Francisco quarter output through the late 1850s and early 1860s, and reads as a normal-cadence delivery for the branch despite the wartime conditions back east. The New Orleans facility had passed out of Union control by spring 1861, leaving Philadelphia and San Francisco as the only working mints striking quarters; the S-Mint continued its routine of refining and coining California bullion while silver supply allowed, and the 1861-S quarter belongs to that ordinary West Coast production schedule rather than to any wartime emergency. Pacific coast commerce moved on its own rhythm during the early war years; specie still flowed freely while eastern silver disappeared into hoards, and the 1861-S circulated hard through the 1860s before retreating into survivor populations defined by heavy West Coast use.
