Frank Church-River of No Return Wilderness in Idaho closed the 2019 ATB year, the last of five releases that included the historic first West Point circulating coinage and the highest-mintage P-mint design in the series. Philadelphia struck 186,400,000 pieces for the design, a mid-to-upper figure for the year and a number that puts the issue between Lowell and the larger American Memorial output. Phebe Hemphill built her reverse around a rafter navigating the Salmon River, with mountains rising behind and the river's whitewater texture filling the lower foreground. The 2.4-million-acre wilderness is one of the largest contiguous wilderness areas in the lower 48 states, and the design emphasizes scale by setting a small human figure against a deep landscape.

Strike characteristics on the issue concentrate at the rafter, the paddle stroke, and the water texture immediately around the raft. MS66 examples need a readable figure in the raft and a defined paddle line; MS67 coins add full whitewater texture and crisp mountain-ridge definition at the horizon. Philadelphia dies during the 2019 cycle softened the whitewater first as they wore, then the figure, then the mountain ridges. The wear sequence is consistent enough that raw cherry-picking starts at the water around the raft: full-texture water examples almost always carry a sharp figure as well. The clad composition runs the standard 75% copper-nickel over a pure copper core at 5.67 grams. PCGS, the Professional Coin Grading Service, and NGC handle premium-grade slabbing.

The 2019-P Frank Church-River of No Return is a Regular classification entry, common raw and through MS66 and behaving as a condition rarity at MS68.
