San Francisco's clad proof of the Jovita Idar quarter arrived as part of the 2023 United States Mint Proof Set, with a total program mintage of 829,526 pieces struck on copper-nickel clad planchets. Idar earned this commemorative recognition through decades of journalism and organizing that began at her family's Laredo paper La Cronica in the early 1900s. She wrote and reported on segregated schools, lynchings of Mexican Americans across South Texas, and the violent practices of the Texas Rangers during a period when such reporting carried real personal risk. Her co-founding of the League of Mexican Women in 1911 created early bilingual education and child welfare networks. Her standoff at the door of El Progreso in 1914, when she physically blocked Rangers attempting to shut down the paper, became the act most cited in scholarly recovery of her legacy.

San Francisco proof production for this issue used double-struck planchets, polished dies, and frosted devices to deliver the deep cameo finish that buyers of proof sets expect. Phebe Hemphill's reverse rendered with proof technology shows the newspaper fold lines and masthead type at a depth not visible on circulation strikes. The piece weighs 5.67 grams, measures 24.3 millimeters across, and uses the same 91.67% copper-nickel clad composition as the business strikes. Most examples remain in their original Mint packaging, which preserves the cameo and protects against the milk-spot toning that affects clad proofs stored in humid conditions.
