This NIFC release of the Juliette Gordon Low quarter, struck at San Francisco but never released into circulation through the Federal Reserve System, recognizes the Georgia-born founder of the Girl Scouts of the USA. Low launched the organization on March 12, 1912 after returning from England, where she had befriended Lord Robert Baden-Powell and observed his Boy Scouts and Girl Guides programs. Working through partial deafness caused by a chronic ear condition and aggravated by an accident on her wedding day, Low spent the next fifteen years personally underwriting the organization, recruiting troop leaders, and shaping the inclusive structure that would carry her name into American memory. The 2025-S NIFC mintage of 800,000 pieces was sold exclusively through United States Mint bags and rolls during the final year of the American Women Quarters Program.

NIFC stands for Not Intended For Circulation, a designation the Mint uses for coins struck to circulation specifications but offered only as numismatic collectibles.
