Proof production in 1868 reached approximately 600 coins. With circulation strike production at only 3,500 coins for the year, the proof mintage represents over 17% of total production, an even more extreme ratio than 1867. The three-cent silver was now essentially a collector coin that happened to have a token circulation-strike production to maintain its legal status.
