Gerald Ford is the only person to serve as both vice president and president without winning a national election. Ford assumed the vice presidency after Spiro Agnew's resignation and became president when Nixon resigned. He pardoned Nixon in September 1974, a controversial decision that likely cost him the 1976 election. Philadelphia struck 5,040,000 Ford NIFC dollars in 2016.
