The Philadelphia Mint produced nearly 3.38 billion cents in 2004. The Iraq War continued, and the Abu Ghraib prison abuse scandal emerged in April, sparking international outrage. The 9/11 Commission released its final report in July. President Bush won reelection in November, defeating John Kerry in a closely contested race.

The 2004 Philadelphia cent carries no mintmark and is common in all grades. Production levels remained in the 3-billion range, lower than the heights of the previous decade.
