The collapse tracks the Great Recession's compression of Federal Reserve coin orders, which fell to a small fraction of pre-2007 volume as commercial cash flow froze across the year. The 96.5-million figure runs roughly five percent of the typical mid-2000s Philadelphia output. The mintage ran parallel to the four-design Lincoln Bicentennial cent program, the District of Columbia and Territorial Quarters program, and the Native American Dollar launch at the same facility. The P mintmark held its established position above the date, the clad sandwich kept the 2.268-gram, 17.91-millimeter cupronickel-on-copper specification, and strike quality across the year held up despite the production cutback.
