Philadelphia struck 800 proof dimes in 1878, the same year the Bland-Allison Act of February 28 authorized the resumption of large-scale silver dollar coinage and committed the Treasury to purchasing two to four million dollars of silver bullion monthly for new dollar production. The proof dime program ran on its own track and was unaffected by the dollar legislation; the 800-piece delivery sits comfortably above the 510-piece 1877 low and somewhat below the 1,150-piece 1876 Centennial peak. The matching business strike ran 1,678,000 pieces, a sharp drop from the 7.3 million 1877 figure that reflected the Mint's reallocation of capacity toward the new Morgan dollar program rather than any reduced demand for dimes. The proof continues the post-Arrows Legend No Motto form with "UNITED STATES OF AMERICA" replacing the stars and the wreath reverse unchanged.

Strike on the date reads as standard late-1870s polished-die work: deeply mirrored fields, complete denticles around both sides, sharp Liberty detail with full drapery folds at the elbow added to the design in mid-1840 by Robert Ball Hughes, and complete wreath leaves on the reverse. The 1878 sits in a stretch where Cameo, the strong visual contrast between mirrored fields and frosted devices, becomes more routinely available on the certified roster, and Deep Cameo PCGS, the Professional Coin Grading Service, and NGC, the Numismatic Guaranty Company, designations exist for the date in reasonable numbers. Authentication rests on the standard proof structural diagnostics: squared rims perpendicular to the field, watery die-polish lines visible under a 10x loupe (a jeweler's magnifier), the 2.50-gram weight standard under the Coinage Act of February 12, 1873, and the 17.9-millimeter reeded silver edge. Prooflike business strikes from polished dies are the typical impersonators on common-date proofs.

The 800 figure puts 1878 in the upper middle of the late-1870s proof range. The surviving certified population is broadly distributed across PR-63 through PR-67, with the higher end thinner than the working middle, and Cameo coins draw clear premiums for the visual contrast. Most collectors pick up the date in a certified holder at the grade level that fits their proof set.
