The 1974-S Silver continued the dedicated Brown Pack 40% Silver Proof Set at 1,306,579 pieces, the fourth-year anchor of the silver proof program. The figure tracks the same gradual decline that defined the silver proof run from 4.27 million in 1971 to 1.01 million in 1973; the 1974 figure stabilizes above the 1973 low rather than continuing the decline. The Mint distributed the issue independently from the clad version in the standard annual proof set, and collectors who wanted the 40 percent silver Eisenhower for type-set or specialist collections purchased the Brown Pack as a separate product. Frank Gasparro's design remained unchanged.

For collectors, the 1974-S Silver is a Cameo and Deep Cameo proof, with PCGS, the Professional Coin Grading Service, and NGC populations clustering at PR68 and PR69 Deep Cameo. The 24.59-gram silver planchet picks up contact and toning marks readily, so PR70 Deep Cameo populations are smaller than the raw 1.3-million mintage suggests, and milky toning is the most common deduction on cracked-out raw examples.
