San Francisco struck 3,083,940 James Monroe proofs in 2008, distributed through that year's annual Proof Set, Silver Proof Set, and the four-coin Presidential Dollar Proof Set. The mintage was off about 14 percent from the 2007 Washington proof figure and reflected the typical second-year cooling in collector subscriptions, a pattern that continued for the rest of the program. Monroe was the first proof of 2008 to be released and used the same Joseph Menna obverse and Don Everhart Statue of Liberty reverse as the circulation strikes from Philadelphia and Denver, but with mirrored fields and frosted devices rather than the satin business-strike finish. The S mintmark and edge legend were applied during the same separate third pressing used on the circulation issues, and proof edge alignment is more controlled than on bagged business strikes.
Almost every certified example earns the Deep Cameo or Ultra Cameo designation, the strongest contrast between mirror fields and frosted relief. PCGS, the Professional Coin Grading Service, has graded the bulk of submissions PR69 Deep Cameo, with PR70 Deep Cameo examples available without much hunting.
