The 1.97 million figure is the lowest four-coin Presidential Dollar Proof Set total of the entire program through 2011, down from 2,224,613 the prior year and roughly 30 percent below the 2008 high of 3,083,940. The decline tracked broader proof-set softening across the Mint's collector lineup that year, and 2011 became the trough year for Presidential Dollar proof production before the 2012 NIFC transition reset the program's collector economics.
