Philadelphia struck 5,310,700 Theodore Roosevelt dollars in 2013, the second design of the year and the second Philadelphia Roosevelt produced under the Mint's Not Intended For Circulation policy in force since January 2012. The release date was April 11, 2013, between the February 19 William McKinley launch and the later 2013 Wilson and Taft issues. The 5.31 million Philadelphia figure is the highest individual 2013 Philadelphia mintage of the four-design year, running noticeably ahead of McKinley (4.76M), Wilson (4.62M), and Taft (4.76M). The Mint has not publicly explained the production-order differential; the figure is observable, the cause is not. Joseph Menna designed and sculpted the obverse portrait of the 26th president, paired with Don Everhart's Statue of Liberty reverse used on every business strike and proof Presidential Dollar across the series.

Strike quality on the 2013-P Roosevelt runs consistent across the production. The high points of the hair, the mustache, and the pince-nez bridge typically hold sharply, and the reverse torch flame is cleaner than on the high-mintage early-program issues. Manganese-brass tones quickly to honey, olive, or rose within a year or two of striking, so a bright lemon-yellow coin a decade after issue almost always indicates cleaning. Bag and roll handling marks remain the dominant grade-limiter at MS66 and MS67; field and cheek marks transferred between adjacent coins inside Mint-wrapped rolls are the typical 70-versus-69 question. PCGS, the Professional Coin Grading Service, and NGC, the Numismatic Guaranty Company, both grade the date routinely with no special diagnostic concerns.

The 2013-P Roosevelt sold to collectors only, packaged in 25-coin rolls, 250-coin boxes, and the annual Mint Set. There is real numismatic resonance to placing Roosevelt on a coin: it was Roosevelt who in 1907 personally recruited Augustus Saint-Gaudens to redesign the eagle and double eagle, opening the stretch collectors call the Renaissance of American Coinage. Original Mint-wrapped rolls and uncut bags remain the most efficient route for collectors assembling a year-set or NIFC-era subset, and certified MS67 examples often cost less than searching multiple rolls for an upper-end coin.
