Roosevelt closing the program calendar that August. The figure is the lowest four-coin Presidential Dollar proof total to that point in the series, sitting below the 1,438,858 produced for each 2012 design and the 1,488,753 for each 2013 design, and continues the steady decline in collector-set sales that ran through the program's later years. Buyers received the Hoover proof packaged either in the four-coin Presidential Dollar Proof Set or in the larger fourteen-coin annual Proof Set sold by the United States Mint. Phebe Hemphill designed and sculpted the obverse portrait of the 31st president, paired with Don Everhart's Statue of Liberty reverse used on every business-strike and proof Presidential Dollar across the series.

San Francisco proof Presidential Dollars are struck twice on polished planchets with frosted dies, producing the contrast between mirrored fields and frosted devices known as Cameo.
