San Francisco struck 46,875 Reverse Proof Bush dollars in 2020 for a single special collector product. Unlike every other year of the Presidential Dollar program from 2007 forward, the 2020 Bush issue had no regular San Francisco proof; the only proof format produced was the Reverse Proof, sold in a small Mint set built around the 41st president. The 46,875 figure ranks at the small end of the program's special-set Reverse Proofs, near the 47,832 of the 2016-S Reagan Reverse Proof and within the 24,544 to 49,051 range of the four 2015-P Reverse Proofs from the Coin & Chronicles Sets. The 2020 Bush also closes the series as the final coin of the entire 40-design run. Joel Iskowitz designed and Phebe Hemphill sculpted the obverse, with Don Everhart's Statue of Liberty reverse repeating the common program design.
A Reverse Proof inverts the standard proof finish: the fields are frosted and the raised devices are mirrored, the opposite of the polished-fields-frosted-devices look that defines a regular proof. On the 2020-S Bush, the inversion produces a polished, reflective Bush portrait set against frosted fields, with Liberty rendered the same way on the reverse. The grade ceiling sits at PR70, where microscopic field marks around the high-relief portrait typically separate a 70 from a 69. PCGS, the Professional Coin Grading Service, designates Reverse Proofs without a Cameo or Deep Cameo descriptor since the contrast convention reverses, and NGC, the Numismatic Guaranty Company, follows the same labeling logic. Since these coins never circulated, the 69-versus-70 line is a question of surface fineness rather than design wear.
For collectors, the 2020-S Bush Reverse Proof is the program's hardest single proof to acquire by mintage. The 46,875 figure runs roughly one-thirtieth the size of any year's regular S proof from 2007 to 2014 and undercuts all but the very smallest 2015 Reverse Proofs.
