Tennessee joined the Union in June 1796 as the sixteenth state, and engraver Robert Scot responded by adding a sixteenth star to certain working dies prepared for the 1797 half eagle delivery. The choice was inconsistent across the Philadelphia Mint workbench that year, since both fifteen-star and sixteen-star obverses left the press, and each was paired in turn with either the original Small Eagle reverse carried over from 1795 or the new Heraldic Eagle reverse that would soon dominate the denomination. The Small Eagle paired with a sixteen-star obverse is the scarcest of the four resulting combinations. Reported deliveries for the entire 1797 half eagle output totaled only 3,609 pieces across every die marriage, and survivors of this specific pairing represent a tiny fraction of that figure. Bass-Dannreuther research suggests fewer than twenty examples may exist in any condition.

Authentication begins with a careful star count on the obverse. Sixteen stars should appear, typically arranged with eight to the left of Liberty's portrait and eight to the right, although die spacing varies enough that collectors should verify by direct count rather than visual estimate. The reverse must show the naturalistic Small Eagle perched on a palm branch within an open laurel wreath, a design clearly distinct from the shielded Heraldic Eagle that appears on the parallel 1797 issues. Specifications match the Act of 1792 standard at 8.75 grams of 0.9167 fine gold, roughly twenty-five millimeters in diameter, with a reeded edge and coin-axis alignment. Any candidate failing the star count, the reverse type, or the weight standard should be rejected outright.

Modern survivors are concentrated in the Very Fine through Extremely Fine range, with adjustment marks, planchet flaws, and weak central detail being the rule rather than the exception. PCGS population data shows only a handful of certified examples across the full Sheldon scale, and Heritage and Stack's Bowers auction archives confirm that public appearances are rare events spaced years apart. Pricing reflects the scarcity, with even problem specimens commanding strong five-figure results and the few high-end pieces reaching well into six figures at the major sales.
