The 2000-P Virginia quarter closed the program's second year and marked the tenth release overall. Sculptor-engraver Edgar Z. Steever IV worked the reverse: the three small ships of the 1607 Jamestown settlement, Susan Constant, Godspeed, and Discovery, sailing under a full set of sails with the inscriptions "Jamestown 1607-2007" and "Quadricentennial" arranged around them. The design anticipated the 400th anniversary of England's first permanent North American settlement, which Virginia would celebrate seven years after the coin's release. Philadelphia struck 943,000,000 pieces, the single highest P-mint mintage of the entire 2000 lineup and one of the largest annual outputs of the program's first decade, an indication of how aggressively the Mint shipped the closing 2000 design.
Strike on the Virginia design is among the cleaner reverses of the year. The three ships sit at moderate relief, their hulls and sails defined enough that high-grade examples regularly show all three foremost yards. Where the design tends to lose points is in the small lettering of "Quadricentennial" and the date span, both of which can show die-fill on later-state strikes. Washington's cheek field once again sets the obverse ceiling for grading; contact marks here drop many otherwise-strong coins out of MS67. PCGS and NGC populations are very heavy at MS66 thanks to the enormous mintage, narrower at MS67, and meaningfully scarce at MS68 in the population reports kept by the two major third-party grading services (TPGs). No FS-listed varieties have established themselves on the issue, though shallow die cracks across the ship area turn up on cherrypicked rolls.
Collecting demand for the 2000-P Virginia centers on registry-set completion and on the ships' graphic appeal, which makes the coin a natural pairing with later Jamestown-themed commemoratives. The huge mintage keeps absolute pricing modest at typical Mint State grades, but high-end examples still command a premium because the small reverse lettering separates premium strikes from average pieces under a loupe.
