The 2003-P Illinois quarter opened the program's fifth year and used the bicentennial-bound Land of Lincoln theme. Sculptor-engraver Donna Weaver worked the chosen design: a young Abraham Lincoln set inside an outline of the state, with the Chicago skyline to the right and a prairie farm to the left, and twenty-one stars bordering the field to mark Illinois as the twenty-first state admitted to the Union. The legend "Land of Lincoln" curves below, and the inscription "21st State / Century" pairs Illinois's statehood number with its incoming bicentennial generation. Philadelphia struck 225,800,000 pieces, an average year-five output well off the program's peak figures from 1999 and 2000.

Strike on the Illinois design is generally consistent. The young Lincoln figure carries small but legible facial detail in early-die-state coins, while the farm silhouette and the city skyline serve as die-wear indicators since both soften early as dies age. The twenty-one stars around the rim are the natural focal point for grading and should be fully formed with squared edges; flat or mushy stars usually mark a worn-die strike. Obverse strike on Washington's hair flow and temple is usually adequate.
