Philadelphia's 2007 Wyoming quarter carries Norman E. Nemeth's "Equality State" reverse: a silhouetted bucking horse and rider in mid-pitch, the inscription tucked below the figure. The image adapts the state's officially trademarked Bucking Horse and Rider emblem, a symbol that has appeared on Wyoming license plates since 1936 and is one of the few state trademarks the legislature has formally registered. Nemeth pared the rodeo motif down to a hard-edged outline, letting the negative space inside the silhouette carry as much visual weight as the figure itself. Wyoming ratified its statehood on July 10, 1890 as the forty-fourth state, admitted one week after Idaho and as the first government anywhere in the world to enter the Union already granting women the vote, a 1869 territorial decision the state explicitly carried into its statehood constitution. Philadelphia struck 243,600,000 pieces, the lowest 2007-P output of the year on the Philadelphia side.
Strikes on Philadelphia Wyomings come up cleanly defined on early-die-state coins, with the rider's hat, the horse's mid-air leg angles, and the saddle-rigging cutouts serving as the natural detail registers. Weak strikes show up first as softness inside the rider's silhouette where the relief sits deepest and along the trailing tail. Washington's cheek and hair-above-ear remain the obverse weak points for grading, and 2007-P bag handling typically caps many candidates at MS66. PCGS and NGC populations run deep at MS66, narrower at MS67, and meaningfully scarce at MS68 in the population reports kept by the two major third-party grading services (TPGs). No FS-listed varieties have anchored to the issue.
The 2007-P Wyoming is the year's lowest Philadelphia output and reads as a measured, design-driven addition to a year-9 set. Roll searchers continue to pull premium strikes for full-detail gems, and MS67 examples remain available for collectors completing a top-grade run on a working budget. The trademarked silhouette gives the design a graphic-art quality that distinguishes it from the more illustrative reverses on either side of the 2007 release calendar.
