Philadelphia's 2007 Wyoming quarter carries Norman E. Nemeth's "Equality State" reverse: a silhouetted bucking horse and rider in mid-pitch, the inscription tucked below the figure. The image adapts the state's officially trademarked Bucking Horse and Rider emblem, a symbol that has appeared on Wyoming license plates since 1936 and is one of the few state trademarks the legislature has formally registered. Nemeth pared the rodeo motif down to a hard-edged outline, letting the negative space inside the silhouette carry as much visual weight as the figure itself. Wyoming ratified its statehood on July 10, 1890 as the forty-fourth state, admitted one week after Idaho and as the first government anywhere in the world to enter the Union already granting women the vote, a 1869 territorial decision the state explicitly carried into its statehood constitution. Philadelphia struck 243,600,000 pieces, the lowest 2007-P output of the year on the Philadelphia side.
