The 2009 Northern Mariana Islands quarter from Denver carries sculptor Phebe Hemphill's reverse design featuring the island chain outline, a latte stone (the Chamorro architectural pillar also shown on the Guam quarter), a pair of white fairy terns, and a single traditional canoe at the upper margin. Denver's production reached 37,600,000 pieces, the lowest per-mint mintage of the entire 1999 to 2009 State Quarters and Territories program and the smallest Denver quarter output in roughly half a century. This release closed the eleven-year circulating commemorative quarter series under the District of Columbia and United States Territories Circulating Quarter Dollar Program Act, the legislation that extended the State Quarters concept to the District of Columbia and the five major territories after their omission from the original 1999 program. The Northern Mariana Islands entered into commonwealth status with the United States in 1978 following decades as part of the Trust Territory of the Pacific Islands.

Strike quality on the Denver issue showed mixed results, with the latte stone and canoe presenting cleanly while the fairy terns often appeared soft at the wing edges and the breast.
