San Francisco struck 451,510 Apostle Islands Silver Reverse Proofs for the 2018 collector product, the figure matching the U.S. Mint Silver Reverse Proof Set sales total because the five quarters shipped as a packaged five-coin unit. Patricia Lucas-Morris' reverse honors the 21-island archipelago at the western end of Lake Superior in northern Wisconsin, showing the sea caves at Devil's Island with a kayaker paddling through the arch and the directional water-erosion texture worked across the sandstone surfaces. The composition is the 90% silver, 10% copper alloy on a 6.25-gram planchet carrying .1808 troy ounces of pure silver, 24.26 millimeters across with a reeded edge. 2018 was the last year the Mint used the 90% alloy for ATB proofs before the 2019 transition to .999 fine silver.

The Reverse Proof finish inverts the standard proof treatment: the fields read frosted and matte, while the cave arch, the kayak figure, and the lettering carry the high-mirror polish a normal proof reserves for its background plane.
