Otero-Warren's place in the inaugural year of the American Women Quarters Program recognizes her chairmanship of the New Mexico ratification campaign for the Nineteenth Amendment, her work as Santa Fe County superintendent of schools, and her 1922 candidacy for the United States House from New Mexico, which marked an early breakthrough for Hispanic women in major-party politics.
