The San Francisco NIFC (Not Intended For Circulation) issue of the Nina Otero-Warren quarter falls under the 863,886-piece 2022 S envelope, sold directly by the United States Mint in 40-coin rolls and 100-coin bags rather than released into bank channels. Otero-Warren's place in the inaugural year of the American Women Quarters Program recognizes her chairmanship of the New Mexico ratification campaign for the Nineteenth Amendment, her work as Santa Fe County superintendent of schools, and her 1922 candidacy for the United States House from New Mexico, which marked an early breakthrough for Hispanic women in major-party politics. The NIFC format gives collectors a true uncirculated S-mint business strike, a category that has been part of America the Beautiful and American Women quarter releases on a regular basis.

The reverse uses the same Chris Costello composition found on the clad and proof issues, sculpted by Craig A. Campbell, with Otero-Warren in profile, three Yucca flowers, and the inscription VOTO PARA LA MUJER below. The obverse holds Laura Gardin Fraser's 1932 Washington portrait, with the S mintmark to the right of the queue. Composition follows the standard clad recipe at 91.67 percent copper and 8.33 percent nickel cladding over a pure copper core, with a weight of 5.67 grams, a diameter of 24.3 millimeters, and a reeded edge. The strike is uncirculated rather than proof, producing satin or brilliant Mint State luster instead of the deep mirror fields of S proof coinage.
