The San Francisco clad proof issue of the Wilma Mankiller quarter carries a reported mintage of 863,886 pieces, drawn from the combined 2022 Proof Set, the 2022 American Women Quarters Proof Set, and limited individual sales handled through the United States Mint's direct channels. Mankiller's leadership of the Cherokee Nation from 1985 through 1995 brought a community-organizing approach to tribal governance, and her work on rural water projects, clinic construction, and self-determination policy carried forward the legacy that earned her a 1998 Presidential Medal of Freedom. The proof format honors that legacy with deep mirror fields and frosted devices, achieved through specially polished planchets struck twice on hydraulic presses at the San Francisco Mint.

Benjamin Sowards designed the reverse through the Artistic Infusion Program, with Phebe Hemphill executing the sculpt for production-ready dies. The composition shows Mankiller with arms folded across her chest and hair carried sideways by wind, framed by the inscription Cherokee Nation in syllabary, a seven-pointed Cherokee star, and a feather. On proof strikes, the cameo contrast brings out the texture of the hair and the relief of the feather more clearly than on circulating examples.
