The 1978-S is the final proof of the Eisenhower program at 3,127,781 pieces, closing the eight-year proof run before the Susan B. Anthony dollar took over the dollar proof slot in 1979. The Susan B. Anthony Dollar Coin Act of October 1978 had authorized the smaller-format replacement, and the 1978-S wrapped the Eisenhower proof program at year-end without any design changes. Frank Gasparro's Eisenhower obverse and the Apollo-11-derived eagle reverse remained unchanged from the launch year, distributed through the standard annual proof set alongside the cents-through-half-dollar lineup.

For collectors, the 1978-S is a Cameo and Deep Cameo proof, with Cameo describing the contrast between mirrored fields and frosted devices typical of San Francisco proof work. PCGS, the Professional Coin Grading Service, and NGC populations cluster at PR68 and PR69 Deep Cameo. Strike quality is consistently sharp on coins from sealed proof sets; the eagle, moon surface, and Eisenhower's portrait all come up cleanly across the run. The most common deductions are milky toning and fingerprints from cracked-out raw examples rather than die-state issues. No major varieties are documented for the 1978-S, and no equivalent of the 1976 No S Type 2 Silver Proof error surfaces for the 1978 production.
