San Francisco struck only 50,866 of the 2019-S Pennsylvania Reverse Proof, the lowest mintage of any 2019 Pennsylvania entry and the lowest of the four format strikes for the design. The coin was distributed exclusively in the 2019 American Innovation Dollar Reverse Proof Set, a four-coin annual issue that included the Delaware, Pennsylvania, New Jersey, and Georgia designs together. The Reverse Proof Set was a one-per-year offering for the first stretch of the program, sold direct from the Mint with strict household ordering limits, which is what kept the mintage well under the standard proof figure. The reverse depicts a microscope with a polio virus at three magnification levels, the design honoring Jonas Salk's inactivated polio vaccine announced at the University of Pittsburgh on April 12, 1955.

The reverse-proof finish inverts the standard proof contrast: fields are frosted, devices are mirrored. On Pennsylvania the result is striking on the microscope's polished body and on the rendered virus structures, which read as bright reflective elements set against a satin background.
