The 2021-S Virginia reverse proof is the lowest-mintage entry in the year's four-coin Virginia release at 43,204 coins, struck at San Francisco and offered as a single-coin product rather than as part of a multi-design set. The figure tracks closely with the comparable 2020 reverse proofs (Connecticut 50,597, Maryland 43,907, Massachusetts 43,258, South Carolina 47,236), confirming that the format settled into the low-40,000s to low-50,000s range once the program had cleared its 2019 launch year. Virginia ratified the Constitution on June 25, 1788 as the tenth state. The honoree is the Chesapeake Bay Bridge-Tunnel, opened April 15, 1964, a 17.6-mile fixed crossing that combined twelve miles of low-level trestle, two miles of causeway, four artificial islands, and two one-mile underwater tunnels into a single shore-to-shore connection at the mouth of Chesapeake Bay.

Reverse-proof finishing inverts the standard proof: the fields are frosted and the devices polished to a mirror, which on the cutaway design throws the trestle deck, the vehicle traffic, the tunnel-portal islands, and the submerged tunnel section into reflective relief against a granular bay-water field. The treatment suits this particular reverse better than most: where a portrait subject loses texture under reverse-proof frost, the engineered geometry of the bridge-tunnel structure picks up the polish on every flat plane and curved arch.
