The 1797 13 Stars half dime represents the policy that Mint Director Elias Boudinot established during the year: thirteen stars on the obverse for the original colonies, regardless of how many states had joined the Union. The 13 Stars variety was produced after the 15 Stars and 16 Stars dies had been used and retired, making it the latest of the three 1797 varieties in chronological sequence. The thirteen-star standard would remain on half dime obverses through the end of the Draped Bust series in 1805.
Among the three 1797 varieties, the 13 Stars is the scarcest in some grades and the most historically significant as the variety that set the precedent for all subsequent early American silver coinage. The design change was not arbitrary. Boudinot recognized that adding a star for each new state would eventually crowd the obverse and create impossible design constraints as the country grew. Fixing the count at thirteen solved the problem by honoring the founding states permanently, independent of current admission status.
Surviving 1797 13 Stars half dimes are available but scarce. The coin is collected alongside the 15 Stars and 16 Stars as part of a complete 1797 variety set, a three-coin project that captures the Mint's brief experiment with state-count obverses. For a collector who wants a single 1797 half dime without pursuing all three varieties, the 13 Stars is a reasonable choice because it represents the design that became standard.
