The 1797 16 Stars half dime reflects a brief moment when the Mint added a star for Tennessee, which had joined the Union as the sixteenth state in 1796. The 16 Stars obverse was prepared during the 1797 die production run, but before production ran long, Mint Director Elias Boudinot decided to standardize the obverse at thirteen stars rather than continue adding one for each new state. The 16 Stars dies were used briefly and then retired. The result is a small population of 1797 half dimes with sixteen stars, now collected as a distinct variety.
The 16 Stars is the least common of the three 1797 star-count varieties. Surviving examples are scarcer than the 15 Stars version and less common than the 13 Stars coins that were produced later in the year. Identification requires counting the stars on the obverse, which is straightforward on coins with clear detail and can be ambiguous on heavily worn pieces.
The 16 Stars variety captures a specific policy decision at the early Mint. The engravers wanted to honor each new state by adding a star to the obverse, a practice that would have produced an ever-growing count as the country expanded westward. Boudinot's decision to freeze the number at thirteen for the original colonies set the precedent for future American coinage, and the 16 Stars half dime is one of the few coins that shows what the alternative looked like before the decision was made.
