They may have been experimental strikes produced as the Mint considered the format that would later become the 1965 through 1967 Special Mint Sets, or they may have been presentation pieces struck for senior Mint or Treasury officials. Composition is the standard 1964 recipe of 90% silver and 10% copper at 12.50 g (0.36169 troy ounces of fine silver), so the planchet itself offers no separation from a standard 1964 business strike or proof.

What separates these pieces is the surface, and authentication runs entirely through that lens. The fields show a satin-to-prooflike finish that is brighter and more reflective than a Mint State business strike but softer and less mirror-deep than a standard 1964 proof. The devices carry a subtle frost that is not the deep sandblasted frost of a Cameo proof but is meaningfully crisper than the flowy luster of an MS coin. Strike sharpness is exceptional, with full hair detail above Kennedy's ear and complete shield lines on the eagle, evidence of careful die preparation and slow press operation. Raw examples should be treated with extreme skepticism: the visual call is subtle enough that authentication must come from PCGS or NGC with the SMS attribution on the holder, and even certified examples occasionally provoke debate among specialists. A coin offered as a 1964 SMS without a major TPG holder almost certainly is not one.
