San Francisco struck 878,792 Kennedy half dollars in 90% silver for the 1998 Silver Proof Set, an uptick from the 1997 figure that pushed the program's mintage back into the upper end of its 700,000 to 900,000 typical range. 1998 also produced a separately catalogued San Francisco Kennedy issue, the 1998-S Matte Finish piece included in the Kennedy Collectors Set commemorating the 1968 Special Mint Set tribute tradition. That Matte Finish issue is its own catalog entry at a far smaller mintage of 62,500 and should not be confused with this regular silver proof, which uses the standard mirrored-field finish. Composition on this Silver Proof Set Kennedy follows the restored pre-1965 recipe of 90% silver and 10% copper at 12.50 g and 30.6 mm with a reeded edge, carrying 0.36169 troy ounces of actual silver.

Authentication relies on three checks separating the silver coin from its cupronickel-clad sibling in the standard 1998 Proof Set. Edge inspection shows uniform silver reeding on the silver issue and a copper-colored line through the clad rim from its exposed core. Weight runs 12.50 g for the silver and 11.34 g for the clad, a 1.16 g difference any jeweler's scale will detect. Specific gravity offers a final confirmation if needed.
