The 2003 through 2005 stretch (1.13 million, 1.18 million, and 1.07 million pieces respectively) stands as the only sustained period of seven-figure silver Kennedy production between the 1992 inaugural and the program's continuation through 2018 in 90% silver. After this issue the figures drift back below the million mark and stay there through the remainder of the 90% silver era. Composition follows the restored pre-1965 recipe of 90% silver and 10% copper at 12.50 g and 30.6 mm with a reeded edge, carrying 0.36169 troy ounces of actual silver weight. The 90% silver alloy continued through 2018 before the Mint switched to .999 fine silver for 2019 and later issues.

Authentication separating the silver coin from its cupronickel-clad sibling in the standard 2005 Proof Set rests on three tests. Edge inspection shows uniform silver reeding on the silver issue and a copper-colored line through the clad rim from its exposed core.
