Congress passed the Act of February 21, 1853, reducing the weight of silver half dimes, dimes, quarters, and half dollars to prevent melting and hoarding. The copper cent was untouched by the legislation, but the broader reform signaled that Congress was willing to reshape the coinage when economic conditions demanded it.
