The 1961 Proof cent was produced at the Philadelphia Mint with a mintage of just over 3 million pieces, included in that year's proof sets. By 1961, the proof set program had grown substantially, with more collectors subscribing each year. The Mint struck these coins on specially prepared planchets using polished dies, producing the deep mirror fields and frosted devices that define proof coinage.

President Kennedy's inauguration in January 1961 brought renewed public interest in American symbols and institutions, including the coinage. The proof cent's Lincoln Memorial reverse, only two years old, still felt fresh.
