The 2007-S Proof was produced at San Francisco with a mintage of approximately 3.28 million pieces. The proof set featured the final statehood quarters (Montana, Washington, Idaho, Wyoming, and Utah) alongside the traditional denominations, including the cent. The statehood quarter program, which had run since 1999, was drawing to a close.

The proof cent features deep mirror fields and frosted devices. Deep cameo contrast is standard. The 2007-S Proof is affordable and common. Collectors note that the Memorial reverse had only one more full year remaining before the Lincoln cent's centennial redesign.
