San Francisco closed the 2013 ATB proof slate with Don Everhart's Mount Rushmore design at 1,232,104 pieces, matching the rest of the year's releases to the unit because the Mint shipped the five quarters as a packaged set. The reverse departs sharply from the standard finished-landmark approach used across most of the ATB run: it renders the carving process itself, with one of the four presidential heads shown in mid-relief while workmen rappel against the granite face on cables and scaffolding. The composition compresses the four-decade carving project of Gutzon Borglum and his crews into a single visual moment. The issue is the fifth and final 2013 release.

Proof finish on the issue is the standard San Francisco style: mirrored fields struck from polished planchets against dies frosted in chemical baths before each press run. Cameo (CAM) and Deep Cameo (DCAM) are the contrast designations PCGS, the Professional Coin Grading Service, and NGC, the Numismatic Guaranty Company, apply on top of the numeric grade.
