San Francisco struck 1,078,981 pieces of the 2017-S Frederick Douglass clad proof, the figure matching the U.S. Mint Clad Proof Set sales total because the five 2017 quarters shipped as a packaged product. Thomas Cleveland's reverse, sculpted by Phebe Hemphill, depicts Frederick Douglass writing at his desk at Cedar Hill, the Anacostia house he occupied from 1877 until his death in 1895 and which the National Park Service preserves as Frederick Douglass National Historic Site. The composition keeps Douglass in three-quarter profile at the desk with writing implements and papers in view; the site was the first National Historic Site designated under the National Park Service in Washington, D.C. The issue is the second of five 2017 releases and one of the few ATB designs honoring a specific historical individual rather than a landscape or fort.
Proof finish on the issue is the standard San Francisco style: mirrored fields struck from polished planchets against dies frosted in chemical baths before each press run. Cameo (CAM) and Deep Cameo (DCAM) are the contrast designations PCGS, the Professional Coin Grading Service, and NGC, the Numismatic Guaranty Company, apply on top of the numeric grade, with DCAM the default outcome rather than an upgrade tier. The single-figure portrait composition makes strike quality especially diagnostic on the issue: graders watch the facial profile, the fine detail on Douglass's coat and tie, and the texture of the desk surface and papers when separating PR69 from PR70. Worn dies flatten the small facial features first and the lapel folds shortly after. The clad composition (75% copper-nickel over a pure copper core, 5.67 grams, 24.26 mm) matches every Washington quarter struck since 1965, so counterfeit risk is essentially nil at the issue's price point.
The issue trades at the upper end of the lower price band among 2017 ATB proofs because the Douglass subject draws sustained cross-disciplinary interest from African American history, abolition, and Washington D.C. collectors. A raw certified PR69-DCAM example moves for a small premium over the cost of breaking up a sealed 2017 Clad Proof Set, and PR70-DCAM examples in NGC or PCGS holders sit at a modestly higher tier. The portrait composition has held its modest pricing band steady because the subject's historical weight gives the design recognition with general-audience buyers beyond the standard year-set base.
