The 2024-S Patsy Takemoto Mink NIFC quarter was struck at San Francisco to a mintage of 800,000 pieces, designated Not Intended For Circulation and sold by the United States Mint directly to collectors in two-roll bags and forty-coin rolls. Patsy Mink's congressional career covered an extraordinary range of policy areas, from civil rights to environmental regulation, but her legislative monument is Title IX of the Education Amendments of 1972, the federal prohibition on sex discrimination in educational programs receiving federal funds. After her death in office in September 2002 Congress renamed the statute the Patsy T. Mink Equal Opportunity in Education Act, an unusual honor that recognized the depth of her authorship. The NIFC format provides collectors with business-strike examples in original Mint packaging without the cost of a full annual set.
