Denver's 2016 Harpers Ferry output reached 154,400,000 pieces, falling far behind Philadelphia's outlier figure of 424,400,000 for the same design and producing the program's widest single-design P-versus-D gap (270 million coins) of the year. The disparity reflected a Federal Reserve quarter order that ran heavily through Philadelphia for this particular release rather than any institutional decision about which mint should produce a given design. Thomas Cleveland's reverse, depicting John Brown's Fort with the stacked rifle in front, draws on the 1859 raid that John Brown led against the federal armory in Harpers Ferry, then in Virginia, now West Virginia.

Strike quality on the Denver issue often runs marginally crisper than Philadelphia on this design, partly because the Denver dies saw less production stress at the lower mintage and the strike pressure could be held more consistently. The composition follows the standard clad formula (75% copper-nickel outer layers bonded to a pure copper core, 5.67 grams total weight, 24.26 mm diameter), and authentication concerns are essentially nil for circulation-strike modern clad coinage. Counterfeiters do not target this issue. The high-grade market runs through PCGS and NGC, the two leading third-party grading services, with raw MS65 to MS66 examples remaining findable in original bank-wrapped Denver rolls.

The 2016-D Harpers Ferry is a Regular-classification issue where the lower Denver mintage relative to Philadelphia has produced a noticeable certified-population skew: PCGS shows the 2016-D running tighter at MS68 than the 2016-P despite both being well-supplied at common grades. The date typically trades in line with other 2016-D issues through MS66 and carries a modest premium over its Philadelphia counterpart in MS68 slabs.
