San Francisco produced the 2026-S Iowa Reverse Proof as the lowest-mintage and most distinctive strike format of the four 2026 Iowa Innovation Dollar issues. The reverse honors Dr. Norman Borlaug, the Cresco-born plant pathologist whose semi-dwarf, disease-resistant wheat varieties drove the Green Revolution from 1944 onward and reshaped grain yields across South Asia and Latin America. Designed by Don Everhart of the Artistic Infusion Program and sculpted by Medallic Artist Eric David Custer, the reverse depicts Borlaug holding a sheaf of wheat with inscriptions UNITED STATES OF AMERICA, IOWA, NORMAN BORLAUG, and FATHER OF THE GREEN REVOLUTION. The reverse-proof finish inverts the standard cameo geometry: design devices take a polished mirror finish while the background field is struck frosted, an inversion that gives the modeling on Borlaug's face and the layered wheat a sculptural depth the standard cameo proof renders only as outline against gloss.

Reverse proof production requires specially prepared dies polished on the relief surfaces and frosted across the field, the opposite of standard proof die preparation, which consumes more die life per coin. That extra production cost is part of why reverse proof mintages run a fraction of standard proof mintages across the Innovation Dollar program. Distribution is through the annual American Innovation Reverse Proof Set, which packages all four state designs of the year on a single reverse-proof finish. The 2024 reverse proofs settled at 30,000 per state design, the lowest figures the program had ever printed; the 2025 set held at the same 30,000 floor. The 2026 figure will not be confirmed until the reverse-proof set's release window, but the run is expected to continue in the same low band that has defined the format since 2024.

For set builders the 2026-S Iowa Reverse Proof is the scarcest of the four Iowa strike formats by a wide margin, but the badge remains Regular because the reverse proof is a strike-format distinction, not a key-date scarcity in the traditional sense. Original 2026 American Innovation Reverse Proof Set packaging is the cheapest entry point; certified PR69 and PR70 examples trade at modest premiums in TPG (third-party grading) holders.
