American Samoa put the regalia of the paramount chief on the reverse. Charles Vickers sculpted the to'oto'o staff and fue whisk crossed in the right foreground, the two emblems an ali'i high chief carries when speaking on formal occasions, set behind a tanoa fa'aava ava bowl in the left foreground, with a coconut palm leaning over the shoreline behind and the open Pacific stretching beyond. The Samoan inscription "Samoa Muamua Le Atua" (Samoa, God is First) arcs along the lower rim, the national motto carried straight from the Samoan flag into the coin's legend. The proof format separates the layered scene through textural contrast. The carved wooden ava bowl reads as a separately frosted volume against polished sky, the to'oto'o and fue carry the lighter frost that pulls the regalia forward, and the palm fronds register with individual leaflet definition where they meet the mirrored ocean. The ava bowl is the ceremonial vessel in which kava is prepared at every formal gathering, and the to'oto'o and fue are the regalia of the orator chief who speaks for the village.
