Puerto Rico became the first United States coin to carry a Spanish-language inscription. Joseph Menna sculpted a sentry box from Castillo San Felipe del Morro, the squat coral-stone garita that watched over San Juan Bay from the late sixteenth century, perched on a rocky outcrop in the right foreground, with a stylized hibiscus (the maga flower, Puerto Rico's national flower) blooming in the left field and a small island landmass anchoring the composition between them. The inscription "Isla del Encanto" arcs along the lower rim, the Spanish phrase that Puerto Ricans have used for generations to describe the island. The proof format separates the layered scene through textural contrast. The garita's stone courses and dome read as separately frosted architectural elements against polished black sky, the hibiscus petals carry the slightly lighter frost that gives flora visual depth, and the island silhouette holds its line where it meets the mirrored ocean. The maga is not the more familiar Hawaiian hibiscus tourists associate with the tropics; it is Thespesia grandiflora, native to Puerto Rico and rarely seen on coinage elsewhere.

San Francisco struck 2,113,359 clad proofs of the Puerto Rico issue for the 2009 Proof Set and the dedicated DC and U.S. Territories Quarters Proof Set distributions. Distinguishing a true proof from a prooflike business strike rewards careful inspection. Under angled light, a genuine proof returns the watery hall-of-mirrors reflectivity that comes from polished dies pressing polished planchets under elevated tonnage; prooflike circulation pieces betray themselves through radial flow lines running outward from the centers. The rims register squared and sharp from close-collar proof striking, distinct from the rounded shoulders typical of normal production. Under a 10x loupe, die-polish lines run in consistent parallel patterns across the open fields, while cleaning hairlines scatter in random directions across the surface. Cupronickel-clad construction holds at 5.67 grams and 24.3 millimeters, with the copper core visible as a thin reddish stripe on the edge. PCGS and NGC Cameo and Deep Cameo designations carry significant premiums on the garita-and-hibiscus scene where the stonework frost stays untouched.
